I'm using Outlook 2019, and "go to to field" works fine.
But there is a problem with the command that may give the impression that it is not working. (I'm not sure whether the source of the problem is Outlook, Dragon, how the two programs interact, or something else.) After issuing the command, Outlook gives no visual indication - or at least, Outlook gives extremely subtle visual indication - that the "To" field has focus. If you start dictating or typing, you will discover that the "To" field is actually active. Another possibility: Are you using the browser-based version of Outlook? |
