Assuming one had licenses for both DPI 15.61 and DMPE 4.3.1, could one take the vocabulary out of DMPE and put it into DPI? By some mirracle is there just a file you could transfer and rename?

Why? It would save me a lot of work and the possibility of ending up in a worse position and then having to wonder if trying to go back to the original position will make things even worse.

Thanks

Short answer: no you can't. I tried. Nuance protects their vocabularies.

I'm not saying you couldn't hack it in some way, but there is no legit way to open a DMPE vocabulary in DPI, and for good commercial reasons.
