The dictation playback feature comes in handy occasionally, but when I went to use it today, it did not work.

I rarely use the playback feature, so I don't know when it stopped working.

When I highlight a word or phrase and click "Playback" from the Audio menu, nothing happens for a few moments, and then a green "balloon" pops up with the words "Playback stopped."

If I go into Options and choose Playback/Text-to-speech, and then click the Read Text button under "Text-to-speech" preview, I hear the nice voice reading those words.  Also, "Read That" from the Audio menu works fine.  These two things together suggest that there is nothing wrong with my audio setup and that DPI 15 can successfully access my sound system.

Any ideas where I might look further to troubleshoot this issue?

This behaviour indicates a mismatch between text and background audio. To make sure, dictate an utterance, pause, and say "play that back".

The Dragon playback feature only works in Dragon friendly environments like Microsoft Word, WordPerfect, Notepad, WordPad, DragonPad, Microsoft Edge and Google Chrome. As Rüdiger noted, if you make a correction, without using Dragon's Spell That correction, or manually edit your text, it breaks the connection with your recording. Try testing this by dictating a few words in DragonPad followed by saying play that back.

I'll give that a try. I was using Dragon Pad, but I regularly make corrections via mouse, because it is often faster. Sometimes, though the "voice-o" is something that I can't recognize, so I try to play it back. It seems you are saying that this isn't possible, because once I manually edit any text, the connection with the recording is broken. Or, is it that the break is word by word (or phrase by phrase)?
