As part of preparing the unofficial Clipboard extension to become an official extension, I had to change the Unicode routines somewhat to handle the forthcoming move to Python 3.

In particular, the Python 3 version does not use UTF-8 internally so any code that relies on UTF-8 will not work with the forthcoming Python 3 version.
