When I want to create a command that involves <dictation>, i always have to take an existing one and modify that. I cannot find <dictation> in the list that comes up, and if I just type <dictation>, I get an error message. But this doesn't happen when I modify an existing command. 

I probably do something wrong, because I don't fully understand what lists are. 

Are you sure you are selecting Advanced Scripting as the command type upon creating a new command?

Typing < should automatically make the MyCommand Name Editor pop up. If you then type <dictation> the list should be created automatically. List contents: any phrase.

 

You can also, by the way, create these open ended commands in DVC which is a lot faster. Here's an example of the SP Speak <dictation> command:
