I'm tring to delete a folder, "I:$RECYCLE.BIN", from a older harddrive. It looks like a system folder, with no value to me. There are many times when I try to delete a folder or file and I get the following:

User Account Control
Do you want to allow this app to make change to your device?
Directory Opus 12
Verified Publisher: GP Software
File Origin: Hard drive on this computer

I have tried couple ways to create a button with no luck. My last attempt was (Delete FAILNOTEMPTY NORECYCLE).

I could not find anything in the manual it relates to Admin Delete.

I take it your regular Windows Explorer is still functional when you type Win+E or say "open this PC"? Can you delete the folder from there?

If not, install IObit Unlocker. It should create a context menu item to delete any file or folder:

If that fails (not very likely) then you could try to get/create a Windows live CD/USB stick. That way you can always delete which ever folder/file you want. But be careful with that!
