Although OneNote can contain a wav file, you would not have random access to recordings with text. OneNote simply doesn't have this capability.

You would be able to utilize random access, search and playback, text if you saved a dra recording of your dictation with your document. You would be limited to Microsoft Word or DragonPad but it is doable.

However, as far as videotaping depositions is concerned, NaturallySpeaking doesn't really have the capability to transcribe a deposition or multiple voices (even when only 1 voice is speaking at the time). NaturallySpeaking is designed for single trained end-user dictation. The closest you would be able to come is Echo Dictating a video deposition which probably wouldn't work for you.

Bottom line: The answer is probably no.
