Dragon 9 installed.  When program launches, the Dragon screen appears and then disappears and the program will not continue to launch.

Any ideas?

Is it possible that NaturallySpeaking is launching in Tray Icon mode only?  If NaturallySpeaking is launching in tray icon mode you would only see a small microphone in the taskbar.  If NaturallySpeaking is already running, it will also temporarily flash the splash screen when you try to relaunch it.
 
If none of these solutions apply, consider a Repair.
