If there is a better place to post this question, please advise.

I am interested in developing an online education module that requires the  user to  recite scripted text before moving on to another component. The software must be able to understand that the user said what was in the script and validate it before going to the next component. Is there a program or web-based application that can accommodate this?

Specifically, there would be a video component. The user would see a pre-recorded conversation. The user would have to read a scripted response to the video before the next recorded video would play and the software would validate that the scripted words were actually said.

Md4peace,

Welcome to the forum. Conceptually, what you're describing is possible. Rosetta Stone and similar language-learning tools prompt you to speak and then don't advance until they recognize your speech as acceptable. Of course, this is also the theory behind IVR, or interactive voice response. It's a technology we use most often when calling big companies for customer service. "If you'd like to speak to an agent, say 'agent' or press 1." I don't develop IVR systems, so I wouldn't know how to advise you on software that can do what you're seeking. But I'd start by researching IVR.

I'd imagine the development involved is complex and intense. Companies like Nuance and IBM probably generate a good deal of income on their IVR technology.
